RECTORAL DECREE No. 013 OF 2026
(JULY 8, 2026)
By which the institutional guidelines for the organization of the working day and the continuity of service of the administrative staff of the CESMAG University are adopted and other provisions are issued.
THE RECTOR OF CESMAG UNIVERSITY,
in exercise of its statutory powers, and
CONSIDERING
Article 69 of the Political Constitution enshrines university autonomy, by virtue of which higher education institutions can give themselves their directives and govern themselves by their own statutes, within the framework of the Constitution and the law.
That, Law 30 of 1992 develops the principle of university autonomy and recognizes the power of higher education institutions to organize their administrative, academic and internal functioning activities.
The Substantive Labor Code regulates the working day, mandatory rest periods and the conditions of service provision, constituting the general framework applicable to labor relations.
That, Law 2101 of 2021 established the progressive reduction of the maximum legal working day, without salary reduction or affecting the rights of workers.
That, Law 2466 of 2025 ratified and harmonized the provisions related to the progressive reduction of the maximum legal working day, maintaining the application of Law 2101 of 2021 and the other rules that develop, modify or replace it.
The Internal Work Regulations of CESMAG University establish the general provisions regarding working hours, schedules, attendance control, duties and disciplinary regime applicable to administrative personnel, and it is necessary to complement it through institutional guidelines for the proper organization and continuity of service.
The organization of the working day is an essential element to guarantee the continuity, efficiency and quality in the provision of the University's administrative services.
That, literal dd) of article 25 of the General Statute of the CESMAG University attributes to the Rector the competence to exercise the functions related to the organization and operation of the Institution that are not expressly assigned to another authority.
Therefore, it is necessary to adopt institutional guidelines that allow for the efficient organization of the working day of administrative staff, guaranteeing the continuity of service, compliance with the current maximum legal working day and the proper management of human talent.
In light of the foregoing,
